Malta Links National AI Literacy Course to Free Premium AI Access

For governments and organisations, the announcement highlights a fast-moving challenge: AI adoption is no longer limited by tool availability alone. It increasingly depends on whether people understand how artificial intelligence works, how to use an AI tool confidently, securely, and responsibly, and how to make a critical appraisal of AI outputs. ​AI Literacy Becomes a Route to National Access

​The Maltese government has introduced “AI for Everyone,” a national online course designed for people with no prior technical expertise. According to the Government of Malta, the course is free, self-paced, and available to citizens and residents of Malta and Gozo aged 14 and above.

Developed by the Malta Digital Innovation Authority (MDIA) in partnership with the University of Malta, the course is offered in Maltese and English and takes approximately two hours to complete. Participants use their national e-ID to register and, after completion, can receive a one-year subscription to either ChatGPT Plus or Microsoft 365 Personal Copilot - two widely used AI chatbots and productivity platforms that are increasingly central to everyday AI applications.

The programme is being positioned as part of Malta’s broader digitalisation agenda, including Malta Vision 2050 and a wider national commitment to emerging technologies. For enterprises and public bodies, this approach reflects a growing recognition that digital skills and AI access must be paired with governance structures, especially where AI tools are used in work, education, public services, and everyday decision-making. In education specifically, it also points to practical pedagogical uses (and related pedagogic uses) such as supporting online learning activities, strengthening theoretical understanding, and helping teachers design safer online assignments and guidance for students on when AI support is appropriate - and when work should be explicitly not AI.

​OpenAI described the partnership as a world-first initiative to bring ChatGPT Plus to Maltese citizens through a practical skills pathway. In its announcement, the company said the programme combines a locally designed course with a clear route to one year of access, supporting confidence in the use of AI for learning, work, creativity, and participation. For learners, that confidence can translate into improved ability to evaluate sources, create drafts responsibly, and communicate clearly through AI communication features - while recognising limits and risks.

This development also follows Malta’s earlier work on AI policy infrastructure. The country has previously established an AI taskforce and advanced national AI strategy efforts, including ethical frameworks and regulatory initiatives. The OECD policy tracker lists Malta’s AI taskforce among national policy measures connected to science, technology, and innovation governance.

For organisations, the significance lies in the sequence: education, access, and governance are being treated as connected elements of adoption. That sequencing aligns with what many teaching team leads and digital transformation groups observe from research: skills-building, policy, and access need to evolve together to sustain trust, protect content online, and ensure AI use supports outcomes like student flourishing and long-term future employment prospects.

​Malta’s model may influence how other governments and institutions design AI programmes. Rather than distributing tools alone, the initiative requires citizens to complete training first, creating a basic foundation of knowledge for responsible use before premium AI access is granted.

By linking AI access to skills development, the programme places practical education at the centre of adoption and reinforces a wider global trend: trusted AI requires not only advanced technology, but also informed users, accountable governance, and verifiable assurance.
